At least four expressway projects do not have investors involved, causing the owner to propose to switch to public investment.
In November, the Ministry of Transport canceled the bids for two component projects of the North-South expressway, National Highway 45 - Nghi Son and Nghi Son - Dien Chau due to the lack of investors. These are two of the eight North-South expressway projects previously decided by the National Assembly to invest in the form of a public-private partnership (PPP).
Among these 8 projects, at the beginning of the year, when the Ministry of Transport was pre-qualifying investors, the Vinh Hao - Phan Thiet project also did not have any participating enterprises.
Thus, so far, 3 out of 8 North-South expressway projects planned to be implemented in the form of PPP have not attracted resources outside the state budget. In June, the National Assembly decided to transfer Vinh Hao - Phan Thiet project to public investment. With the project of national highway 45 - Nghi Son and Nghi Son - Dien Chau, the Ministry of Transport is proposing the Government to report to the National Assembly Standing Committee to consider switching to using state budget.
