On the morning of October 15, 2023, in Hung Hoa commune, Tieu Can district, Tra Vinh province, Construction Corporation No. 1 - Joint Stock Company (CC1), along with the consortium of contractors, participated in the groundbreaking ceremony for the Investment Project of building Dai Ngai Bridge on National Highway 60, spanning Tra Vinh and Soc Trang provinces. The program was connected online at two points in Tra Vinh and Soc Trang.
The groundbreaking ceremony was attended by Comrade Pham Minh Chinh - Prime Minister, Member of the Politburo, along with comrades Deputy Prime Ministers - Members of the Central Party Committee; leaders from central ministries, committees, and sectors, as well as leaders from localities; representatives of the construction contractors; consulting units; and the entire local population.
The announcement states that in accordance with Decision No. 1478/QD-TT dated October 28, 2019, by the Prime Minister approving the investment policy for the Dai Ngai Bridge project using ODA funds from the Government of Japan, and Decision No. 787/QD-TTg dated July 22, 2022, by the Prime Minister approving the adjustment of the investment policy for the construction of the Dai Ngai Bridge on National Highway 60 in the provinces of Tra Vinh and Soc Trang, after over 12 months of implementation under the resolute direction of the Government and the Prime Minister, as well as effective coordination and high responsibility of central ministries, local authorities, and relevant units of the Ministry of Transport, the Dai Ngai Bridge project has now met the conditions for commencement in accordance with legal regulations.
It is known that the investment project for the construction of the Dai Ngai Bridge on National Highway 60, located in the provinces of Tra Vinh and Soc Trang, is classified as a Group A project. This is a particularly important road transportation project with a total investment of 7.962,148 billion VND, funded by the state budget.
The project has a total route length of approximately 15.14 km, with the starting point intersecting with National Highway 54, located in Hung Hoa commune, Tieu Can district, Tra Vinh province. The end point intersects with the South Hau River National Highway, located in Long Duc commune, Long Phu district, Soc Trang province. The project includes two main bridge structures (Dai Ngai Bridge 1 and Dai Ngai Bridge 2) with a completed investment of 4 lanes, and the phased investment section with Phase 1 consisting of 2 wide lanes, cross-section width of 12.0m, designed speed of 80km/h, road surface class A1; where Dai Ngai Bridge 1 is 2,560m long, the bridge's cross-section width is 19.0m, and the main bridge is of cable-stayed structure with a main span length of L=450m, the second largest in Vietnam after completion (after Can Tho Bridge with L=550m and equal to Vam Cong Bridge), Dai Ngai Bridge 2 is 862m long, the bridge's cross-section width is 17.5m, and the main bridge is of cast-in-place structure with a total length of 330m. The contract implementation period is from October 2023 to December 2025.
For package 11-XL, the participating consortium consists of 4 members: Construction Corporation No.1 (CC1) - JSC, Truong Son Construction Investment Corporation - JSC, Dat Phuong Group Investment Corporation - JSC, and Thuan An Group Corporation - JSC.
In the role of the leading contractor in the consortium, Construction Corporation No.1 (CC1) is known as one of the top investment and construction enterprises in Vietnam, particularly in the fields of industry, energy, civil construction, transportation, and technical infrastructure. Notably, in the field of transportation and technical infrastructure, CC1 has left its mark with several key projects such as the Thu Thiem Bridge, Dong Nai Bridge, Hoa An Bridge, Van Uc Bridge, and the La Son - Tuy Loan Expressway.
As a representative of the project's construction contractors, speaking at the ceremony, Mr. Lê Bảo Anh - CEO of Construction Corporation No. 1 - JSC, pledged:"Construction Corporation No. 1 - JSC along with the consortium of contractors will concentrate all available resources, including manpower, financial, machinery and equipment, and related conditions, to carry out the construction rigorously, scientifically, in accordance with technical procedures to ensure labor safety, environmental hygiene, and the project's quality to achieve the highest efficiency."
Delivering directives at the ceremony, Prime Minister Pham Minh Chinh emphasized: “The groundbreaking ceremony today is just the beginning. There are still many tasks ahead, and it is certain that there will be many challenges and difficulties in the implementation process. This includes continuing to clear the remaining land, preparing a large amount of construction materials, and managing extensive waste disposal sites. Additionally, there is a substantial amount of construction work to be carried out in complex terrain and geological conditions. This demands active involvement and responsibility from the local authorities..”
In order for the project to be completed, ensuring safety, quality, and meeting the set deadlines, the Prime Minister emphasized that the Ministry of Transport must focus on strong direction. He required the Project Management Board, consulting and supervising units, as well as the contractors, to demonstrate the highest level of responsibility. They should develop construction plans and methods in a scientific, detailed, and appropriate manner, ensuring effectiveness, construction quality, and absolute safety while maintaining environmental cleanliness. The mobilization of labor, modern equipment, and machinery is essential for construction. Strict compliance with technical requirements and relevant legal regulations is paramount, with a firm commitment to preventing corruption, negativity, and waste that could lead to the loss of state assets.
At the same time, the Prime Minister suggested that the People's Committees of Tra Vinh and Soc Trang provinces continue to carry out compensation, support, and resettlement work as prescribed. They should promptly hand over 100% of the land area for the project. Special attention should be given to the resettlement work, ensuring stable production and livelihoods for residents in their new homes, with better and more secure jobs than before.
At the ceremony, the Prime Minister announced the commencement of the investment project to construct the Dai Ngai Bridge on National Highway 60, spanning the provinces of Tra Vinh and Soc Trang. Alongside leaders from various ministries, sectors, and localities, he pressed the button to officially initiate the project.
The completion and operation of the Dai Ngai Bridge will enhance transportation capacity for the Mekong Delta region, facilitating smooth connectivity between the southern coastal provinces and Ho Chi Minh City. This will significantly reduce the distance from Ho Chi Minh City to provinces like Soc Trang, Bac Lieu, and Ca Mau by approximately 80 kilometers, alleviating the increasing traffic pressure on National Highway 1A. It will also meet the rising demand for transportation as economic zones such as Dinh An, Tran De Industrial Park, Dai Ngai, An Nghiep, and My Thanh become operational. Additionally, it will enhance national defense and security along the southern coastal areas.
